Fire Services Engineer Program

All-Hazards Emergency Preparedness Testing and Evaluation

Led the developed, planning, facilitation, testing & evaluation of two separate airport based Table Top Discussions, Functional Exercises, and Full-Scale Exercises that focused on the response to and recovery from a Life Safety Incident, which also required the activation of the Family Assistance Program.

Adapting ESFs to Airports

Led the training program for the initial roll out of the Airport Support Function (ASF) framework that enables airports to easily manage Daily Operations as well as Emergency Operations.

The NCOs of the Fire Service

This project fundamentally changed the department's organizational structure and operations as it moved the department away from the very costly "everyone is a driver" staffing model. This project identified a significant reduction in apparatus O&M costs which would correlate with an increase in apparatus "in-service" availability

Firefighter Physical Agility Test

All-Hazards ARFF Response

Developed an analysis to determine if the airport was required to meet the requirements of the new FAA Advisory Circular, AC 150/5210-13C - Airport Water Rescue Plans and Equipment. The analysis determined that due to the proximity of a "significant body of water", as defined by the FAA, the airport was required to training and equip its firefighters to perform water rescue operations. We led the development a three year training plan and identified an equipment requirements document and received approval to purchase the equipment and conduct training for 150 airport firefighters.

Fleet Modernization

Conducted a capability requirement analysis, developed specifications, and gained approval to replace the front line fire apparatus with safer and more reliable apparatus.

A Valid & Reliable Testing Process

Led a Cross-Functional/Multi-Disciplinary team in the development and validation process of a new Physical Agility Test that met the requirements of both the Fire Department and their associated Human Resources Department.
